I. Review

Local self-government development is one of the important condition for economic prosperity of the country and formation of a civil society. Local self-government prospects in our country were discussed with the account of successfully carried out constitutional reform after which for example powers of maslikhats have considerably extended. The purposes of local self-government reform are to approach the power to people to provide all obligations of local authorities with necessary means and resources. At present the independent law which would regulate relations in the field of local self-government is not existed in Kazakhstan. For development of local self-government there are no deterrents, our own initiative is important. The theme about local self-government is still in the centre of active discussions. Features of discussions, persons, accents are changing but the theme of local self-government are remains. A question about features, organisation, objectives, powers of local self-government is a question on possibilities, borders, forms of modern democracy organisation and in the meantime is a question about mechanisms and forms of effictive managment organisation and the development on a local level.

II. Main purposes for 2010-2012 years

Association "Aimak foundation” is created for comprehensive support of reforms conducted in the sphere of local self-government and regional development.

Main objectives of Association for next two years are an active participation in the processes of social and economic development of regions, working out and an estimation of strategy of development of regions, realisation of educational and information programs and participation in development of legislative base in the field of local self-government.

The purpose of Association is assistance on strategic plans accomplishment of development of the Republic of Kazakhstan, increasing of the state regional policy efficiency and the further development of local self-government.

Objects of Association:

1) assistance in carrying out of the state regional policy reform provided by the strategic plan for development of the Republic of Kazakhstan till 2020 as well as local self-government development;

2) preparation of theoretical recommendations by working out of actions of the state regional policy taking into account necessity of alignment of social and economic development conditions in regions, maintenance of common social standards and equal social protection of citizens irrespective of economic possibilities of regions;

Realisation specified above purposes should lead to local self-government formation representing effective model of public power realisation at local level and the decision of actual problems of given settlements through an active participation of local population and the maximum conformity of local self-government activity to its requirements and interests.

Objectives of Association:

1) assistance in developing of local self-government in Kazakhstan;

2) participation in perfection of the current legislation concerning regional development and local government;

3) assistance in creation of conditions for industrially-innovative development, formation of special economic zones and technoparks, supports of small and medium business, domestic commodity producers and investment appeal of regions;

4) providing with methodical, information, legal and consulting assistance to bodies of the local government and self-management in working out and realisation of strategy of social and economic development of administrative and territorial units;

5) assistance in reforming and qualitative, high-grade functioning of housing and communal services.

III. Areas of activities

1. Enhancing citizen participation at local level and raising awareness on local self-government issues

• organisation of conferences, seminars, trainings, round tables on local self-government development issues, conducting exhibitions for an exchange of an operational experience of local self-governments and also participation in corresponding international events;

• publishing of the scientifically-analytical literature on actual problems of local self-government in Kazakhstan;

• creation of a web-site, a portal on local self-government subjects;

• creation of an informational network of local government;

• establishment of mass media and publishing realisation;

2. Assistance to social and economic development of regions, through competent participation in the process of working -out and an estimation of the development strategy, increasing of efficiency and a transparency of budgetary processes.

• Influence on decision-making process on economic and budgetary policy by means of conducting of economic researches, expert discussion, an evaluation of realisation of various projects and programs;

• Development of decision-making culture in the field of a budgetary policy on the basis of open, informational and including all stakeholders’ interests dialogue

• Development of recommendations for stakeholders on budget and economic development;

• Conducting of the budgetary analysis on the basis of the Kazakhstan and international practice;

• Distribution of the information about conducted social-economic and budgetary researches.

3. Promotion of the international experience and the best practices on local government development Kazakhstan.

• Contracting with national and international organisations on local government development and assistance in developing of international contacts on local government issues;

• studying of an advanced experience of foreign countries in local government sphere.

4. Initiatives support on reforming of the government managment for the aim of local self-government development.

• Providing with methodical, informational, legal and consulting help to representative and to executive representatives of local self-government;

• assistance to strengthening of social-legal security of local government institution employees, contribution of formation and development their necessary professional skills;

• System of expert service development of stakeolders on a local self-government issues;

• assistance in working out of theoretical and practical questions on local self-government development;

• conducting of scientific and analytical researches on local self-government and regional development issues;

• creation of the resource centre on assistance of local self-government;

• conducting of forums on local self-government issues.

9) Assistance in effective interaction between civil society organisations and authorities, mass-media and business structures:

• Maintenance of NGOs interaction with deputies of Parliament and maslikhats;

• Maintenance of NGOs interaction with the central and local authorities;

• Maintenance of NGOs interaction with public experts chambers at the central and regional levels;

• Studying of effective ways of interaction NGOs, mass-media and business structures.
